A handicapped person can include the civil service by two different modes :
Through traditional competition. In this hypothesis, length and division of tests must be adapted to medium physical appearances of the candidates. Human and technical helps can be brought to them. Time of sufficient rest is also given between two successive tests.
By direct recruitment against contract. In this situation, initial recruitment is made in a body or a frame of jobs of categories A, B or C. The candidates have to fulfil conditions of physical aptitude (their disability must have been considered compatible with postulated job) and conditions of certificate or of level of studies. The length of the contract corresponds
in length that the civil servants normally have to fulfil trainees of the body or frame of jobs concerned (on generally six months or one year) before being confirmed in a post. At the end of this period, the administration can:
- let be to confirm in a post the agent, who becomes then full civil servant ;
- let be to renew the contract for new grading period ;
- let be to lay the agent off if he proves to be professionally incapable to exercise his functions.
The handicapped recruited persons as civil servants have the same rights and other civil servants are subjected to the same obligations as. However, they can benefit from some developments of workstation and from a particular medical monitoring.
